Abundance and Scarcity Amidst the Crisis of “Modern Water”: Changing Water-Energy Nexus in Turkey, Sinan Erensu

The world of hydropower is in transition: as large dams have lost their credibility, run-of-the-river small hydropower plants (SHPs) are gaining currency thanks to their perceived eco-friendliness in post-carbon economy. Focusing on Turkey’s green energy drive, this chapter looks at changing parameters of water-energy nexus and its implications on the governance of water. Addressing the encounter between emerging concepts – such as privatization, carbon control and green energy – with other hegemonic discourses – such as scarcity, crisis and development, the chapter aims to contribute to the discussions of continuity and rupture in the modernist water governance paradigm.
