Sameer attended the Water Initiative for the Future (WatIF) Conference this past week at Queens University (Kingston, Ontario). The Conference featured a great diversity of water related research at health-energy-poverty-agricultural nexuses, both in Canada and abroad. 
Sameer presented during the concurrent session “Our Livelihood, Our Legacy: Balancing Resource-Based Needs and their Water Impacts” for Agriculture and Water Security. His presentation focused on diagnosing the problem of water scarcity for irrigated rice production in the Angat Watershed and River Basin (Bulacan, Philippines). Rather than examining water scarcity as a problem of physical scarcity or of the irrigation system itself, Sameer argued problems are an outcome of broader regional and global environmental change variables and the manner in which institutions that mediate these processes.
